Course Description
Diploma in Public Administration
The
Diploma in Public Administration is a three-year program designed to equip
learners with foundational skills in managing public sector operations, aligned
with Zambia's Public Service Management Framework and the National
Decentralization Policy. Delivered through classroom instruction, practical
attachments in local councils, and community projects, it prepares graduates
for roles in government ministries, district administrations, and parastatals. The program also addresses the
growing need for competent professionals who can contribute to the efficient
functioning of government and public sector organizations in a rapidly changing
socio-political environment.
Zambia's devolved governance structure
demands competent administrators to support service delivery in rural and urban
areas, amid challenges like fiscal decentralization and public accountability. Effective public administration is
crucial for the development and implementation of policies that improve societal
well-being. This diploma program is designed to meet the increasing demand for
skilled public administrators who can navigate governance structures, manage
public resources responsibly, and foster transparency and accountability. By
providing practical knowledge alongside theoretical insights, the program

Upon completion, graduates are expected to:
- Apply principles of public policy analysis to Zambian contexts, such as Constituency Development Funds.
- Manage administrative processes, including budgeting and procurement under the Public Finance Management Act.
- Demonstrate ethical decision-making and leadership in diverse teams.
- Conduct community needs assessments to support local government initiatives.
